As the Philadelphia Public School Distinct continues to trim its budget, it looks like racism in education has become the real winner. The Philadelphia School District has eliminated 5,000 staff positions, closed 31 schools, and has generated 44 million dollars by canceling the teachers contract. The Philadelphia Public School District budget still remains in a deficit.
Many school districts derive their budget from local taxes. These taxes are based on income of the residents. When residents bring more money they normally pay more taxes. When residents make less money they normally pay less taxes. Most people who make money in the higher income tax brackets are more educated. This is where the Philadelphia School District has failed.
The Philadelphia Public School District has created a permanent underclass as a result of racism in education. In many of the schools, Whites and Asian students outperform Black and Hispanic students even though most students in the Philadelphia School District are Black.
One of the main reasons why schools continue to perpetuate a tradition of classroom racism is because school rules are based on the values of the White female since this is the dominant demographic for the teaching profession. Coupled along with the fact that teachers are difficult to attain, administrators, whether Black or White, will remain supportive of the White female rules that dominate the school culture.
Philadelphia parents must be at awe at a teacher union that would support teachers that contribute to the development of a permanent underclass. Since Pennsylvania approve a $2 cigarette tax, they may decide to stop smoking. Furthermore, they will probably remain unsupportive of the school district as evidenced by the attendance of Blacks at school board meetings.
The students probably look at their parents, who are products of the school district and make the decision that school is not worth the headache as well as other decisions that can contribute to the demise of a young Black person. The cycle that Philadelphia racism in education has developed is an unending and vicious cycle.
Philadelphia Public Schools must eliminate racism in education by eliminating the perpetual tradition of classroom racism. They must design school rules and activities where the schools that have a majority of Black students outperform both Asian and White students. They must design school disciplinary rules that eliminate racism in education by placing a higher premium of the non-verbal and verbal behaviors of Black students.
Teachers must remember that you get what you produce. Continuing to produce a permanent underclass will only result in the continual decrease in teacher salaries and benefits as well as a reduction in teacher resources.
Will Philadelphia Public Schools offset the racism in education that has now become detrimental to the survival of White teachers?
Will cutting teacher benefits save Philadelphia schools?
